The Department of State has posted the visa bulletin for February 2019.
EB-1 Priority Workers final action date is now December 1, 2017 for all nationals, except those born in India and China who now have a cutoff date of February 8, 2017, so there has been significant progress in this cattegory.
EB-2 and EB-3 is current (no backlog) for all nationals, except those born in India who have a cutoff date of April 6, 2009 (EB-2) and April 22, 2009 (EB-3) AND those born in China who now have a cutoff date of October 1, 2015 (EB-2) and July 1, 2015 (EB-3).
However, the USCIS may announce soon that it will accept adjustment of status applications in February for family-based petitions and employment-based petitions for those with priority dates before the listed cutoff date in the filing dates chart. This cutoff dates in this chart are far ahead so many applicants can apply for adjustment of status faster. Be sure to check https://www.uscis.gov/visabulletininfo and the filing dates chart to see if you are eligible for adjustment of status.
However, your priority date must be earlier than the date in the final action chart for final approval of your immigrant visa or adjustment of status application.
